Information System of Rezeknes Namsaimnieks (RNIS) is modern IT solution in house management sector. RNIS main purpose is to improve the quality of the company’s professional activity and to inform customers of the company on its activities, therefore stimulating the competition. To strengthen the loyalty and satisfaction of customers, RNIS was developed and introduced to show SIA “Rezeknes Namsaimnieks” clearness, control and performance.

SIA „Rezeknes Namsaimnieks” is a company that began its business in 1994 and is working for Rezekne City Council. Working for City of Rezekne for more than 20 years, company has gained experience in real estate management industry, providing customer service 24/7. SIA „Rezeknes Namsaimnieks” offers professional house management services, all things considered – including opportunities and needs.
Until now, company has been using paper document accountancy that can complicate operations and can cause other problems with customers. If 15 years ago paper documents were „another day in the office”, then today it can cause slow work pace, slow response times and even document loss that can make customers dissatisfied and direct money loss for company.
Potentially information system can replace paper document circulation completely, which reduces expenses. Because of that company’s management decided to step in the age of technology and in the July of 2014 announced public purchase contest for business management system and customer self-service technology development. Acknowledging the working industry, technical specification contained very detailed demands. SIA „MS-IDI” won the public contest, offering the lowest cost and satisfying the needs.
What is RNIS?
Information system the main purpose is to increase the efficiency of document circulation in the company “Rezeknes Namsaimnieks” and inform customers of the company on its activities.
Information system is anticipated to increase the efficiency of company’s employees, releasing them from the traditional circulation system of paper documents. It consists of two parts: administrative (business management system) and public (customer self-service system).
Information system also includes mobile app on Android and iOS.
In other words, RNIS is a document management system (scanned documents, pictures, video and audio files), providing document circulation management for the company
Two parts of system
Public part
Public (customer self-service portal) part contains info about every building that is managed by SIA „Rezeknes Namsaimnieks”, allowing to see auditing data and basic information about the building, finished projects, notifications, deeds, the amount of accumulation for the building. In other sections there is information about heat supply, e.g., it is possible to enter the latest water meter data, ask questions, pay bills etc.
Administrative part
Information system second part (Business Management System) is accessible only to employees of the company. It is made for inside usage and oriented mainly for the workers of the company. There is placed all the information about upcoming projects and their management, employee work in the company, equipment usage etc. This part contains information about every building, about their overall condition and each apartment separately, about contracts, bills, debtors, different notifications. each apartment separately, about contracts, bills, debtors, different notifications.
Functionality of RNIS
System of RNIS is developed based on SIA „Rezeknes Namsaimnieks” demands – this IS is created only for this company. IS was developed as individual solution, not using any already made information management systems. RNIS main function is to summarize and deliver data about happening processes: customer relationship management, customer self-service system performance, document circulation, contract, bill, meter data accountancy, and any arranged meeting or planned performance reports. Architecture of IS is made in 3 levels: business management system, customer self-service system and mobile app. My SQL database was used for the development, providing united data access for all system components. IS itself was developed using PHP, Angular, Laravel, JQuery technologies.

Every module has its own part in IS, e.g., maintenance management module provides the opportunity to record maintenance work, basing on customers call, report, inspection of the building or inhabitant general meeting. Or application management module contains information about registered customer applications or reports.
Interactive map
One of the biggest RNIS user advantages is interactive map in self-service portal. Interactive map shows the city of Rēzekne, accordingly marking the territory of „Rezeknes Namsaimnieks”. The map is also a great way how customers are informed about the actions of the company. Every IS user can see planned, ongoing or finished project in real time and see what has been done selecting specific time period. Meetings, technical inspections and maintenance works are being highlighted using different fonts.
Mobile app development
RNIS mobile app is analog to customer self-service system – it duplicates the same information, because the customer portal, business management system and the mobile app has united database. Mobile app is developed on two platforms: Android (starting from Android 2.3.) and Apple (starting from iOS6). All mobile program platforms was developed using native platforms, therefore providing better user interface for information system. More time was dedicated for this development period, because mobile app wasn’t developed on cross-platform mode. For all that contributed work paid off with surprisingly easy UI for every device with no errors, which couldn’t be said if the app was developed on cross-platform mode.
